Arguably yes and no, Furry like Anthropomorphic animals, they don't necessesarily desire to become one. Sonic is an Anthropomorphic animal and for Japanese he enter the Kemono category as in not just an human with animal ears and a tail like nekomimis.

Technically they were Japanese but they moved to USA when they made the first game. Sonic was still made by Japanese people most notably; Yuji Naka.
