This could be a public domain sound effect, or a stock sound effect they both purchased a license for, or one company may have even licensed it from the other.
I've heard some of the monster-roar sound effects used in Terraria in a bunch of other places, for instance.

You do realize that some game companies don't MAKE their own "sound effects" but buy stock sound effects from a sound effect company... right?
So they "sound" the same because they ARE the same?
But yeah, like most people said, it might just be a stock sound, like the shoe one, that everyone uses.
For fun, try looking up "indie gun sounds" on youtube. There you'll find some darn good improvising!
