There is a want to have them distinguished from cartoon characters, but am not sure why or how, and on which criteria that should be based.
You can't create criteria based on: "its from Japan", because that's not a property that is in direct relation to the work. Location can't have anything to do with it, because its not possible to see that it was made in Japan, just by looking at the piece.
Yes Anime is a Japanese "Cartoon"... the name Anime is just "Animated" abbreviated... it means the same thing.
Edit: Any bickering about what came first or not is just silly... the west didn't invent everything.
