If you mean what game has the most diverse range to choose from?
That would either be Project Cars 2, Assetto Corsa, or Automobilista most likely. They have a fair number of cars, but they are diverse in handling and that's probably more important.
If you mean lots of cars on the grid at the same time, then you might wish to go for say, Project Cars 2 again as Le Mans is well represented there (especially if you go for the DLC).
Or if you really want a bizarre example, and I know it's not cars, but you could go for Moto GP18, and add the 100+ bikes on the grid mod. That is truly mental.

Assetto Corsa has lots of mods, but they are on various 3rd party sites, not steam on Workshops.
But Assetto Corsa is the most popular racing game on Steam. That part is true tho.

I'd also echo this point.
Assetto Corsa is widely played still today because it does a couple of things exactly right:
- It has a wide base of driving styles and is rewarding to get to grips with (a true sim).
- It's easy to mod, and that's why there are TONS of mods, from racing lawmowers, to Formula One Renault Espaces, to earth moving monster vehicles.
and so on.
Games are FANTASY only. You are going to have a stark wake up call if you think that of GTA.
It's done by the previous devs of the Flatout series (which were far better than Burnout imo).
Here though you can race the usual roster of bangers, muscle cars, heavy armoured grunters, nippy hatchbakcs. But better still, tractors, combine harvesters, armchairs and plastic pigs.
Although they do tend to lean more on the track and the puzzling nature of getting through it rather than the drive (the cars don't tend to handle much differently).
