Some developer may choose to upscale, but the PS4 (especialy the PS4 Pro) is capable of doing native 1080P and the Pro, native 4k.
Much of it is on the decisions of the developer. Even the PS3 could do 1080P if the developer had chosen to do so, with out upscaling.
I have heard scepticism over the 4K, but this is the first I have heard over the 1080P.
For what I heard and read, the pro can downscale 4k to 1080p. This will result in a sharper image. I'm not 100% sure.

If you feel such added features are worth it to you, then get the Pro, if not, then get the Slim.
Both can do 1080P natively.
Keep in mind that game will work for both system. The PS4 Pro just gets some enhancements and performance increases. They are still the same games and the same disk works on both.
And I believe some games runs much better on ps4 than ps pro at 1080.
Ps4: 60fps.
Ps pro: 30fps.
I went with the Pro as I liked the look of the enhancements. It is a Christmas gift to my family and I, from my brother-in-law. I gave him an extra $100 to get us the Pro since I felt it was worth it for that amount. If I was buying it, I would get the Slim as we do not have a 4K TV.
No. As in the link I posted, 60 FPS is an enhancement that the Pro offers. Some may still run at 60 FPS on the Slim, but they will rund the same on the Pro as well, but some of the ones enhanced for the Pro will not run at 60 FPS on the slim.

PS4:
4K native @30fps or 1440p upscaled @60fps
PS4 Pro:
HDR support, 1080p 60fps 4x MSAA to HDTV or 60fps 1440p upscaled to 4k TV or 30fps 4k native to 4K TV
Performance on the Pro will be better as it has a second GPU, Faster CPU, faster RAM and an extra 1GB of general use ram, over the PS4.
