i guess giving valid critiques of a country wouldn't be such a harsh punishment/no punishment depending on the topic of discussion (lest you live there and the government controls your internet).
But if you say something like ♥♥♥♥♥♥♥♥♥♥♥ i hate nippon then yeah you'd probably get punished
Still wouldn't try your luck as some devs or companies are in the pockets of china and they'll probably ban you for even mentioning anything that doesn't show china in a good light or shows it in a bad light in even the smallest way.
I do believe there was a case with reddit awhile back and even further the whole LoL or WoW tournament victors who got their title and money taken away and banned for saying something like free hong kong (well just 1 but the other 2 got punished by default).
my philosophy is all countries suck no matter the benefits they may have. Even living in a "perfect" country would be utterly boring and dull
they were just the spearhead for the start of the revelation with the tournament fiasco.
though with their utter trash game releases and management of other games i'd say the tournament fiasco was ironically the least of their worries now.
Let me ask you this, as a Steam moderator, and maybe you'll give me an honest opinion, or maybe not.
For example, if someone criticizes China, and let's say this post gets flagged by 50+ different posters, but you're not convinced it's actually a violation, are you going to remove it anyway, just because a mob of people flagged it, or are there situations where you're not going to let the mob decide what the rules are just by the quantity of reports filed?
Because if mobs of people who may or may not have an actual political or ideological agenda behind their actions get to decide what's offensive and what's not, then there might as well not be any rules at all, and what's offensive should be based on each individual's personal feelings or motives. At this point, you might as well just change the rules to say "Don't ever say anything that might make 1 person feel offended, or uncomfortable in any way".
If it doesn't break any rules, it will stay.
However, if people in the discussions are going off topic and turning it into something it is not, in large enough numbers to be an issue, then it may get locked.
Number of reports doesn't matter. The content of the thread does. And if the OP is reported many times, but it doesn't violate the rules, then nothing will happen to them.
Not really. For example, if I state a real, actual fact, about how I feel about certain people, I'll definitely get banned.

Criticize is fine, so long it's constructive. Then it's up to them to either see and address it.
If only other countries did that. Most ignore and avoid, shift blame, scapegoat and slander something else for it. So all people can do is address their own problems and merely make suggestions to others to either accept or deny. However, first set your own example. You can't be a hypocrite, even though that's easy to fall into.
I don't think the virus personally cares at all for races. It's a human virus, that just happened to come from the mistreatment of animals. The problem isn't just Chinese, but all us humans behavior in general. Who really cares if a problem occurred from where, it's everyone should work together in resolving it and ensuring we learn not to repeat it yet again. You could pick whatever country you wanted and suggest something bad occurred from there. The common factor is it was from humans.
Trump shows all the signs of characteristics for narcissistic personality disorder. They love to get into power and control, but are blindsided to their own actions and will just assume to be perfect and everyone else is the problem. I have yet to hear one constructive thing come from him.
If I was him, I would perhaps at least attempt to listen to his own medical advisers. As the Corona virus is skyrocketing in USA more than it is even in China now. All because of blind leadership. Check on other countries and how they are affected, what works best or doesn't, and work together more with others to solve a common problem.
Now that's constructive criticism, see the difference?
