Not both'em sadly, it's a PC game, i say ps1 style cuz of graphics, but for all i know it could have a psx release maybe, find it highly unlikely though
Not this also, I'm not 100% sure, but it is probably a game done by an eastern developer, i cant remember for sure but, i think the menu had chinese characters on it

If you really get stuck you can always try talking to the magazine (if they're still around) or the editor of the time and ask them what the procedure was for getting such games in the magazine.
Sometimes they're "dead" games or games that they got cheap bulk deals on to distribute whose sales has stangnated. That might give you the best avenue to go forward.
