You should put your scope (and google) on:
- " Emperor: Rise of the Middle Kingdom " (Oriental Themed MP city builder, MP is VS or Team VS, MP is a bit laggy, gameplay speed varies from a crawl to blink and 3 months could pass by in-game) (if anyone played and knows or finds a fix, pls reply the solution or link, i would apreciate it) up to 7 players
- " Black & White 1 " (The BEST God Game there is up to date, a Must Play) up to 10 players
- " Tropico 5 " (Cuba Themed MP city Builder (VS and CooP) (up to 4 players)
- " Ymir " (already mentioned, also the dev is lazy and kind of left dev cycle) (up to 256 plyrs)
- " WarCraft 3 TFT" (it has Custom Maps that are literally MP city builders n' god games, just google HiveWorkshop.com you can do your homework too) (up to 10-12 plys)
- " Anno 1404 & 1800s " best games on the series, MP City Builders with Economy n' War Achievable Victory, you can Coop MP vs AI, or PvP with teams or free 4 all etc, just give it a try.(up to 16 players)
- " kingdoms_Reborn " i havent tryed this one, but i heard some decent stuff about it, MP included it seems.
- "SimCity 2013" City Building, each players is a gobernor on it's own city square, they can help each other, and rise together or fail to gobern and go bankrupt on the way. (mp is almos imposible, since it can only be played with internet connection directly to EA services, wich can fail since EA is the worst ever, and mostly just wants your money) up to 4-5 players??
- "Seven Kingdoms AA / 2" a Mix of an RTS and City Builder Managment, with war, monsters (wich you can play as) espionage, research, loyalty (your citizens and soldiers can rise against you) and a lot more (old game) up to 7 players
- "StrongHold" i can throw stronghold for the lols since i did the same for 7K, this one is a Medieval "Castle Builder" but has a lot of city building elements and the Multiplayer is BRUTAL, up to 8-12 players (depending on the title).
My eyes are tired, my fingers sore, hope i made someone's Day/Night depending on wich side of the planet you are sitting at.

Yeah, we can all agree that EA is really just killing games and just working to get easy money and cash as their main priority, instead of making good games or replayable ones.
It would be a griefing nightmare.
The only thing that comes close to this level is Tropico 5-6

Something very similar to city-builder is The Guild 2 Renaissance, worth to try
It still is a really good city builder and has limited multiplayer capabilities by setting up a shared region through a file server.
But you cannot play simultaneously on the same tile (sadly, no tank battles possible :/) and have to save and re-load the tile to get outside interactions and connections updated. It isn't meant to be played as a multiplayer and requires some coordination and communication outside the game, but it's probably the best multiplayer city builder there is for now.
According to the box of the physical release, it used to have an official multiplayer, too, but that's long gone.

These two are not really city builders, but can be repurposed as such to some extend and have both co-operative and competitive multiplayer:

Players would have to do some crazy long quest line and be a certain level and have xx number of hours played etc in order for the king to recognize you and grant you the title of Duke or Duches and bestow upon you your own fiefdom. These fiefdoms would be in a predefined area and limited number available. As in the real world, not everyone can be a Duke, nor does everyone have the commitment level it would take in order to be recognized as a Duke/Duchess by the King. In order to keep balance, players would need to register with the king, at which point the player will be assigned a duchy to pledge their allegiance to. (You could petition to the king to change Dukedom if you had a friend you wanted to play with that is of a different Duke/Duches). (game balancing mechanisms would attempt to maintain equal numbers of serfs in each duchy as much as possible)
The serfs of the duchy would have the ability to rise up and try to overthrow the Duke/Duchess, but it would be very difficult, and the failed coup would lead to the participants being exiled from the duchy where you would have to seek forgiveness from the King in order to find a new duchy etc. A successful coup and overthrowing of the Duke/Duchess would trigger the King to bestow the Duke/Duchess title to the next in line.
The rest of your game play would be to help build up that specific Dukedom. The basic new duchy would start with a single building (the keep) ... From there you play out the role of what would be the NPC's in a classic world builder. You focus on what you want to do to advance the duchy... mining, lumbering, planting crops, fishing, building houses, refining materials, researching spells, blacksmithing armor and weapons etc. The more advanced the duchy is the more it levels up the more buildings and defenses come available, the better perks, the stronger the guards, and security of the duchy. Everyone relies on each other to live and thrive. This creates a strong sense of belonging and community, instead of just running around not paying any attention to what the other players are doing in the game. (Today's games seem more like a single person game set in a mmo)
At certain intervals to progress the story arc there may be different quests that each Dukedom must need to accomplish, perhaps finding a certain relic, or defeating a dragon, or marching on another continent etc. There would be plenty monster hunting and character development and POI's to explore. Questing on foreign shores would reward you more exp and money, etc.
