I believe it's a stupid system, in university and at your work you also don't need a pass to go to the bathroom soo not sure why schools implement something that won't be used in the future

No hall monitor, schools tend to have security walking around (unarmed, plain cloth). If they see a student not in class when class is in sessions, they get asked. A hall pass gives the permission to be out of class and shows that the teacher knows about it.
Too many people trying to skip classes or cause trouble. It also helps identify those that are supposed to be there.
It wasn't being abused either so I guess there was no need for it. But that was more than 10 years ago so maybe things have changed.
We had good pranksters using these benefits, from one guy barging into every classroom with a horse head on freaking the teachers out to another one with a trumpet calling in the end of class early (instead of a bell there was a recording of a trumpet march, which coindicentally was not that hard to replicate with good results)
