VPNs, like antiviruses, are only helpers.
That being said,
Using a VPN to bypass regional restrictions is not allowed, but an user can use a VPN to connect to Steam and play games.
A user must also stay within the geographical/countries as to not bypass region restrictions either.
Further, using VPN may prevent websites you viist from ascertaining your location etc. but does not necessarily benefit your privacy as ALL your traffic to/from the net then is available to the VPN provider.
There's no real protection against this company being hacked or selling access to / aggregate statistics based on - your data.
For whatever reason, i cannot access TF2 wiki without VPN. Gives me error 403.

You can already do that in some states. States who don't allow it is still cosidered illegal as is sending/receiveing drugs across state lines.

Depending on what kind of janky or illegal stuff you are upto, there is an old saying of "where the is a will there is a way".
If you are on any "lists", or in a country with shadow laws and telecom logging rules and such, nothing you do online is secure.
The more a company brags about being "secure" the less likely they actually are, and the few companies that WERE actually secure have been slapped with lawsuits or pressured into handing over whatever information governments want at the threat of sending the company owners to jail.
When criminals hear about "secure" internet, they will stupidly flock to it, where everything they do can be monitored even easier, since they would have no reason to go to these "secure" services otherwise unless they were doing something "questionable".
The only thing a VPN is actually good at is if you live in a country with internet censorship and need a way around it, but even then it is likely illegal and will get you in trouble if caught.
its a very good VPN and one to concider, its 100% safe and doesnt store any information.
