Well the CPU is 10.7 times more powerful, the GPU is 5 times more powerful but which is more important for gaming ?
The ps3's games have better graphics while the ps2 is more kind-of retro and has better games.
If you are asking what the smallest jump in power was between generations, it was probably from the late 2'nd gen. consoles to the 3'rd gen. The Colecovision (2'nd) was almost identical to the SG-1000 (3'rd). If you want to stay within the same company though, it's probably either the Gamecube-Wii, or the Genesis(with CD and 32X)-Saturn.
If you are asking which to get (PS2 vs PS3), the PS3 can play newer games, but IMO the games on PS2 were a lot better (although some of that is nostalgia talking). If you can, try to get a launch model PS3 for the best of both worlds.
