It's the highest rated because it only has like 25 reviews on GR and metacritc other games like the last of us gta4 the wicher 3 have over 80 and are subject to a much broader range of opinions than oot.
Are you kinding? Banjo Kazooie is very beloved and so many people were not happy when nuts and bolts came. Johntron acted like it was the scourge of the earth.
Banjo was like one of the only n64 games I ever bought the guildbook for. Even that was pretty and full of grunty lines.
... the game we are discussing didn't. Neither did Rogue Squadron. Hell, Nintendo even did better with Super Mario 64's camera. It had a lot to do with how the implemented it with the closed in environments. Combine that with the wacked out lock on system, and half the games mechanics re broken.
So what's wrong with the controls? You control Link just perfectly fine and all of the actions are quick and accurate.
It's on the same quality as Mario N64. Controls are not an issue here, skill might have something to do with it if you where so bad at it.
Camera was a none issue and it was quite responsive too. Most of the time the camera was behind you.
Lock on was just fine as well and it worked perfectly.
For it's time Zelda OoT was a masterpiece. Right now it might be able to keep up with the graphical part but the overall controls and feel of the game are still far above most other games.
It's hard to find other action adventure games with as tight controls as Zelda.
The game itself was also extremely linear despite the relatively large world, and there were huge sections of the game that weren't interesting or fun (Water Temple, Fire Temple, Forest Spirit temple that I forgot the exact name of, etc). It's a mediocre game in my opinion.

Link doesn't do stuff you don't want him to do. So if you had issues controlling him you where just bad.
As for the camera. In caves with bats it could have an issue but that was never a big issue that got you killed. Against any normal enemy it would handle stuff just fine. Seeing how you also centered the camera with the Z button you could align any time you wanted.
I played the original too and not the remastered versions.
While the camera was centerable, it would often go ham when trying to target fast-moving targets like Volvaga (Can't spell it's name) or like you said, the bats. It would also do the typical N64-camera thing where it would go through some walls and get caught on others, which could get really obnoxious, especially in the Dodongo cavern.
Also I never said Link himself controlled poorly, I actually said the opposite:
