ringtones
I don't own a phone considering i'm too poor to afford one, but whenever I do get one, would it be legal to take a sample from a song (instrumental or not) and use it as my ringtone?
(Sidenote if I ever purchase a phone it will be an Android so I'm not sure if that makes a difference.)

Yup, absolutely. Copyright largely covers distributing what you dont own. So unless you chop up samples and sell them theres nothing untoward here.

I used pacman and space invaders snippets for years.
Dude you can take anything as your ringtone.
You can make your own ringtones. You just can't sell them. For your own personal use is fine.

Dont use ringtones. Only dbags use ringtones. Keep it on vibrate, and if needed, have a simple telephone ring.

As I said, ANYTHING. The key point is youre not distributing it.
When you take ownership of the piece, or licence, you are free to do with it as you wish, as long as you dont breach laws with it.
So, cut it up for remixing, ringtones, your doorbell or alarm, buy it on cd then spread jam on it.
Just dont redistribute it.
Its very, very simple.
