Video game where you can be evil
when I mean evil I mean burn and pillage the town

There is a game called Black & White where you are like a god with your own city and you can do whatever you want to them.

You can burn and pillage opponents' towns in Age of Empires, and there's even a cheat code to take control of natural forces and use those to destroy things too.

Also, cheat codes for totally overpowered units to destroy things.

^ Black and White is a pretty iconic one for that kind of RTS-esque/diablo experience of evil....I too though am interested in games where you play the "bad guy" ....and not just someone supposedly evil but against more evil enemies....thats so cliche

Black & White, Fable1 (but that is just like silly evil) 2 (you can join a cult and sacrifice your wife and children for money and stuff, if you want)., Skyrim, KOTOR, Baldur's Gate 1-2

The only thing I can think of is RTS games where you play can play as the "evil" factions, like Total War: Warhammer and the Dawn of War series.

Dungeon Keeper is famous for that. I belive it is main quality of this game.

It is very dialogue heavy, but I don't think I have ever played another RPG where letting the player be evil was done so well.

Great game for people who are sick of being the lap-dog and errand-boy for the REAL heroes of the story (The so called "Quest Givers")

Evil Genius - Train your minions (Mercenary, Scientists, Diplomats etc.) Send them in missions and resrearch, build a base in mantime in RTS style and conquer the world.

Fable anniversary edition.
You can kill your wife.
You can kill homosexual people who are attracted to you.
You can rob stores and steal.
You can kill an entire town.
You get infamous from doing so.

Insanity mentioned Tyranny above; Obsidian also did the Neverwinter Nights 2 expansion Mask of the Betrayer, which stood out for me as having pretty thorough "evil" options. I usually find "being the bad guy" an incredibly boring prospect, but that was one campaign that managed to hold my attention for an 'evil' playthrough (after my virtuous first run, of course).
