There are some references to older games in some way.. like older history or lore.. but not so much that you would be unable to enjoy playing Fallout 4 as your first.
You could start with Fallout 3, at the oldest, if you wanted to. Anything older that that is a whole different style of game. i'm not a total expert! But just sayin!

Fallout 3, New Vegas and Fallout 4 are all great. The older games are good also, but a bit different than the later ones.
Fallout 3 may have issues running on a newer operating system, and this is warned about on the store page for Fallout 3. There are some good tweak guides in the game forum, though.
I think all of the Fallout games are pretty good, excluding Brotherhood of Steel.
I'd suggest getting both 3 and New Vegas first. They're both probably the best of the series, even though the fanboys are always at each other's throats.
4 is also good. Not as strong in terms of being an RPG, but it's still a solid game in my book.
3 is a FPS witth the fallout name on it (Still a-ok)
NV is a mix of 3 and 1/2 (Arguably the best one)
4 is more of a story based shooter, I haven't played much nor liked it enough to want to play more.
