Handheld consoles all the way. though i dont really own them but from what i have seen on smartphone games they are literary all Pay 2 win.

Handheld.

To me nothing beats the PSP.
Smartphones have very few games which are worth playing for more than 5 minutes and the one's which are good are usually available on PC anyway.
Handheld console all the way, even the ancient one's such as the original Gameboy are still fun to play.

Handheld will always win in my book.
Because smartphone usually only have that cheapass same graphics with tons of
ads, and especially that dumb "wait 3 hours until you can click again" crap.
Smart phone is like PC Handheld is Console. I can do a lot more on my smart phone.
What a smartphone is, to me:

"I can't stick my laptop in my pocket so I guess a phone will have to do for those times I really want to use a laptop on the go but can't"

What a handheld console is, to me:

"I don't have this but I guess it'd be nifty but then I might have to pump it full of AA batteries and even if it's a newer model that uses a Li-ion battery I'd still have fork over like $100 for it before games"

Hand held consoles also have accessories that cost extra money. For example if you want to play a MP game on the GBA you have to buy a link cable

What handheld even use AAs anymore? You're paying more for better quality games outside of your home.
