Ask Sega to allow you to bypass this screen. To enable that though you're going to have to give them your zipcode so they can adjust the proper ps4.

Mine has fake adress cus it's none of their business!
They have to check my IP adress if they want to find out where I live :P
I heard not so long ago Steam still recognised Yugoslavia as a nation.
They need to know so they can tax you if need be, restrict some parts of their digital store, charge in you local currancy, ect.
