Ask Sega to allow you to bypass this screen. To enable that though you're going to have to give them your zipcode so they can adjust the proper ps4.
Also its probably a weak way to region locked games.

It is a forum for everyone. PC users can also be console users, as does the other way around.

Mine has fake adress cus it's none of their business!
They have to check my IP adress if they want to find out where I live :P

It sucks even more here, because there's no option for Serbia. What the hell was that for, am I living in such a forbidden country that Sony doesn't know about? I have no choice but to use fake address and postal code.

I heard not so long ago Steam still recognised Yugoslavia as a nation.

For billing and region requirements.

They need to know so they can tax you if need be, restrict some parts of their digital store, charge in you local currancy, ect.
