run hwmonitor and see if the 12v rail is dropping below 11.5v when gaming

if it goes below 11.5v you need a bigger power supply
gtx295 is 290w each
2 in sli = almost 600w just for the gpus
add about 200-250w for the rest of the system and youll need over a 800w psu
if the psu is too weak, the gpu would be starving for power and put out poor signal
Not necessarily. If the system is getting stressed and putting out intense noise signals that could interfere with the analog signals through the system, the waves could appear.

hwmonitor has 3 columns, value (current reading), min and max
Well I get a value of 8.64 same with minimum and max
8.64 on your 12v rail is dangerously low, if you are using 2x 295's, pull one out until you can upgrade the PSU, i wouldn't be surprised if your existing PSU is damaged.
PS: check you PSU is single/multi-rail, my Galaxy was 5 rail and had to balance 2 rails per 295
The 12v should read very near to 12v (11.9 to 12.1) if you've got around 8v, that is seriously low.
