Errrh, no....
It (Zen and Zen+) 'require' faster memory because that's the speed their interconnect (that connects the CCX's together) runs at. So by running slow RAM, you're slowing the speed at which the cores can talk/share information. But there is a point where it doesn't matter, that's around 3200mhz.

If the IMC was bad, it wouldn't let the memory run at those speeds.
Don't get me wrong, the IMC's in Ryzen CPUs are pretty bad, compared to Intel, but they're by no means the cause of lower performance with Ryzen CPUs.

cause he plans to do a gpu upgrade so yeah it's smart.

I mean it's almost twice the necessary wattage for even a 2080 Ti and 9900K build, but we have no idea how much power future GPUs will draw anyway.

just look at the intel 10990 is using 380 watts think about that.

Yeesh. All the more reason not to buy Intel, because you're easily going to pay over twice as much to use it as you would paying for the power consumed by Ryzen 9.
I'm all for more performance, but the power cost shouldn't be so outrageous.

they release to to go against threadripper 3990 notice the name for the intel one.

3990X's listed TDP is only 280W... We'll see how much power these 2 chips actually use after launch.

Okay, I appear to have started quite an argument over my PSU choice. I originally chose a HX1000i since i wanted to be as futureproof as possible and I didn't know of wattage calculations. Later I tried adding a multi-gpu setup in PCPartPicker and it incorrectly labelled the HX1000i as not supporting SLI so I chose the HX1200i. Later when I actually got the HX1200i, I discovered that PSU efficiency peaks at around 600w so my terrible PSU selecting worked out nicely.
