Did you format the drive and assign it a drive letter before doing anything with it?
(Yes you stated E Drive but asking anyway lol)
If only 2 non steam games are installed to the drive, i would Format the drive and reassign its Letter
After which i would go into Steams Storage settings and create the Steam Library folder on that drive, it should automatically do so when asked.
He could have been trying to install something to the disk that was protected, like trying to install steam games to those other game folders being handled by another game client for example.

Other thing being, make sure the drive has enough free space for whatever it is you're trying to do. Some games may need double the free space available to install/update for a number of reasons, ARK being one of those games.
So you mean you didn't get that update that like changes the gui on Steam a little yet? That's the one you're trying to get?
I don't really want to format my E disk as as far as I'm concerned there's nothing wrong with it. It's just Steam not detecting it.
There's 688GB free so don't think it's a space issue.
Could it be that the Steam update buggered with something?
Maybe it's "write count" or whatever has been maxed out?
Get the WD software to see if the software can diagnose anything wrong with that drive. I'd also use CrystalDiskInfo and take a look also to see what it says about it.

(7gull is a reference to deadly's avatar btw. It's the community nickname for "johnathan", which is the name of that gull. It often rolls max, usually causing instant your death in game.)
I think there maybe for some reason something wrong with the file system on the disk, and I have to rule out possibilities. I can't, seemingly.

Anyway, some trivia.
some older Western Digital Black (high speed) NVMe SSDs have problems with windows 11 and Steam. (its an extremely local bug that I still don't get)
disabling write caching on the device fixes it, after which it can be re-enabled.

For example, if you have a loose data cable or a loose power cable that causes the drive to disappear from windows during the write process.
The problem is that OP up until now still hasn't replied anything. Anything that happened wasn't really deadly betrayal's fault, so I don't see why they removed their input. It's just a social thing.
(I have seen Iceira suffer under this, just to name an example. He does try to share well thought ideas in his statements (not always), but the tone tends to be judging and harsh and his english could use improvement, so they often get ignored just because of the post quality.)
Well anyway, I guess the issue isn't as much of a problem for OP as I expected.
