If you have one GTX780 already, then getting another is the best solution If you game at 1080p.... BUT IF you plan to go 4K gaming soon, then you would benefit from a GTX980Ti,..........
Two 780`s are faster than one 980Ti, BUT (CAVEAT HERE) it ALL DEPENDS on What game and What code. If you are talking about EXISTING GAMES, then the 780s kick it FOR NOW (but not later).
....... BUT if you WAIT to see what the AMD R9 290X has to offer, you may fall off your chair at how much juice and Power you can squeeze out of your pocket-money.
NOTE
Game makers will not cripple the GTX780 market for YEARS.

Games on an SSD run great via a GTX780.
MOST Spinning drives are too slow now for the GTX980Ti.

Nvidia is known for shady practices in their past (GTX 970 VRAM ISSUE) and recent situation regarding the GTX 780 ( Just go and take a look in their community forum in the 700 and 600 section. There has been a huge outrage regarding the crippling or letting down the Kepler support)

The newer drivers somehow cripple the performance of all Kepler GPUs (GTX 780,GTX780 Ti, GTX 770 etc.) or dont optimize the performance at all, resulting in a 500 $ (500 tahts only the minimum remember some ppl paid up to 800 $) beasty high end card, which is barely 1 year old get its as:s whooped by a 200 $ low budget card GTX 960 (Maxwell) in Witcher 3.
Tons of forums say that even a TitanX or SLI 980s can't fully render even close to 60fps with 4k...its not worth it then.

we need atleast 2,5 more years perhaps even more to think about playing 4k all max no drawbacks and tahts only for current games.
It gets a lot more than that. A single GTX 980 vs a single GTX 980 ti, the 980 ti only gets 10 more FPS than the normal 980. A 980 2x sli vs a single 980 ti, the normal 980s in sli get 20-30 more FPS than a single 980 ti.
