I have a T16000m FCS as well, but mine works just fine.
Use it when I play Elite: Dangerous (horizions).
Have you tested to install the latest drivers and software from Thrustmaster??
Sorry, just read it. But it seems you need a controller that is "supported" by steam.
Like an XBOX controller or PS4 or similar..
Supported controllers:
Xbox 360 controllers (Wired/USB dongle)
Xbox One controllers (Wired/Bluetooth)
Xbox One Elite controllers (Wired/USB dongle)
Xbox Series X controllers (Wired/Bluetooth)
PS4 controllers (Wired/Bluetooth)

Mine is the same Windows detects it and calibrated and all steam games that support flight sticks detect it but the ones that don't and have planes/heli's etc in them the steam controller emulator is required (I think). So how would you get your thrustmaster t.16000m fcs to fly planes/heli's in say GTA5 when it clearly does not have options for flight sticks?
Yep I am on Windows 11 and my T16000.m fcs works fine as well it's only in games that don't support flight sticks e.g., gta5, bf2042 etc that have planes/heli's in them.
Yes I have installed the latest drivers from the official TM website support sections where you download the drivers. In the drivers notes it says you have to run the driver update twice (one to uninstall the previous driver and one to install the latest driver) sounds silly to me.
Funny you say about supported controllers. My friend has a logitech G Extreme 3D Pro Joystick and that is not on the steam supported list and steam is able to detect his??????
