To get the most out of the 4790k, you'll want a Z97 motherboard. Doesn't need to be particularly high end, any Z97 board can handle or even overclock a 4790k.

What will you be using the PC for? If its just gaming an i5 would be plenty. i7 offers little advantage over an i5 in most games.

If thats too expensive, consider getting a Xeon 1230v3 or 1231v3. Don't be fooled by the Xeon naming, they are i7s but without the onboard graphics and have a lower price tag.
Would you also recomend a Cooler Master Hyper 212 EVO to cool my cpu? Or is the cooler that comes with the cpu enough?
Any Z97 motherboard should be ok for the 4790k. That one is better than any H81 board. You could even overclock a little if you wanted.
