What GPU software do you have installed if any? Such as what Gigabyte provides (or perhaps MSI Afterburner). See what the GPU temps are reaching when the fans are kicking into higher speeds. Maybe it's just high temps that are triggering this, which is actually quite normal as means of ensuring the GPU remains cooled. You can also try a manual GPU Fan Speed % via software such as MSI Afterburner (or similar). Long as that manual speed is enough to keep the GPU from not hitting near the max of around 95-100*C
Yea get a better CPU cooler, the stock AMD ones are terrible at best. Them being loud is quite normal and nothing u can do about it. They are small and ineffective, get a decent 120mm Cooler, like a Hyper 212 EVO. Very effective and won't break the bank.
