I am thinking of reinstalling windows all together.
ANd if the issue happens again, I might take PC to workshop after all. I did some talking to people and it really might not be PSU after all. It can be anything so.. I might be without PC for like up to 2 weeks but at least I will know what is the cause
This can happen over time due to temp cache getting corrupted so the updates just continue to fail.
Enter Windows Safe Mode and go to Settings > System > Storage and delete everything listed under C > Temp Files except for the entry called Downloads as this is the Users Downloads folder contents.
Turn off Storage Sense feature in Windows.
Set Windows File Explorer options so you can see Hidden files and folders. After this look at C drive, if you see any folders that start with a $, delete them as they are temp stuff used for Windows Updates.
Then run Disk Cleanup (Run As Admin)
Check all the boxea and click OK to remove that temp junk.
Navigate to:
C Drive > Windows > SoftwareDistribution and look inside the Downloads folder and delete those contents.
Reboot the PC and go to Windows Updates and click Check For Updates and see if issues are now resolved.
Configure your Active Hours in the Windows Updates settings and set to never auto restart. Instead it will let you know when updates are done and a restart is needed.

I now did windows 10 repair from windows creation tool (download iso and unarchived) with keeping my original files. Then I did download and install all the updates. The issue did not happen so far. I did all this maybe 8 hours ago or something. I was thinking about reinstalling windows all together to be sure if the issue comes back. And only then if this will not help I would take PC to a workshop. Your method looks interesting too and i will try it.
You more often then not, should not even have to enter Windows Safe Mode to do those. However I suggest that for folks who have a lesser understanding of WinOS since going into Safe Mode will ensure no extras are running that could interfere with this cleanup process such as Windows Updates running in the background for example
