$500usd is pretty low for a complete gaming machine, do you have any parts to reuse or can you save up more?
what components do you have?

Depends what RAM you currently have and how many Gb.
If you have DDR2 RAM then you need new DDR3 RAM.
If you have 4 Gb or less RAM then 2x4 Gb is highly recommended and it's better to buy new 2x4 Gb kit to avoid any compatibility issues then trying to add another 4 Gb.
This 1866 Mhz, CL9, 1.5V kit is nice quality and fits well under CM Hyper 212 EVO cooler.
I have 8gb of Ripjaws ddr3 ram.
Then you dont need new RAM, Ripjaws are fine. Should fit just under the CM Hyper 212 EVO and if there are clearance problems then you can adjust the fan height on this cooler a little to clear the RAM heatspreaders.
