None of that should have anything to do with Steam since that is controlled by OS and GPU Driver.
Wipe everything for both GPUs, reboot and download and install latest drivers for both gpus. Reboot and set NVIDIA as the default and set NVIDIA power to Prefer Max Performance.
If a game still loads up using onboard GPU, exit the game and set the game to use NVIDIA GPU via Win10/11 Graphics Settings > Browse > add game EXE and then set to High Performance GPU

the nvidia gpu has no outputs, it writes to the intel hd/uhd or amd igpu frame buffer for that to display and control vsync
