More like it's not coming to Steam at all.
That doesn't stop people from getting it from the usual places and adding it as a non-Steam game though.
OP, What you want is something like the Mayflash GC Controller adapter[www.amazon.com]. Steam will see it as generic USB controller which can be configured through Steam Input like any other controller. Even outside of Steam, Dolphin should see it just fine and utilize it as normal.
That said, try the settings in Dolphin itself for controller configuration; it supports multiple APIs, namely DirectInput, XInput, and SDL.
If it doesn't work, try configuring the controller using Steam's controller support then enabling controller support in the Library shortcut.
I use USB Gamecube and N64 controllers, they do the job just fine.

I kept hearing how Nintendo was looking to sue Valve over this emulator; I thought it was on Steam some how.
Anyways lets drop it. The Emu has it's own settings and many controller support; do not run that through Steam at all. Just run it by itself.
