If your upgrading cpu, etc... may as well install win 11 if for nothing more than to see if it runs ok.
It was ancient, yet modern. It possessed the technology and capability to run Windows 11.
Behold, the pyramids and ancient structures of a Pentium 4 moderboard.

In ancient times the technology already existed to support the platform. Modern IT Archeologists are baffeled by this.
The point being, any 'intel Core tm' processor can likely run Windows 11, since it goes beyond the pentium line.
Doing a parlor trick for YouTube and actually using it every day are two different things.
Just wait until you do a whole new build. Then you can take down your Win10 key you currently have and use on new machine to activate Win11 for free.
No point in using Win11 yet especially on old non gaming pcs
To get an older system optimized, it maybe better to go for Ghost Spectre or another modded installation. (Then WIndows 11 will use about 1.5GB RAM, etc.)
It then becomes much more of an option.... 'at least', if you just use it for stereotypical things, such as youtubing, netflix, chatting, forum posting, emailing, searching reddit, etc.
For gaming, its always recommended to upgrade hardware, otherwise you get locked out of newer games.
You can install W11 on it, and not a problem really either AFAIK, believe it, or not the issue is that MS put a gate on the installer, and that can be bypass easily, and doing daily stuff isn't a problem.
Kind of, it's a refresh of W10 with redone work on it basically, yeah...
