What are some of the best password managers out there?

Depends on what you mean with "The Best"
"Ease of access or usage"
or "Most Secure and private."
Those two things don't go hand in hand.
The more secure something is, the less convenient it is.
For example, you could place values in a drawer (ease of access, but easily broken)
or you could place them in a safe with a number lock (which means you need to move to a different place, type in a pin and open the heavier door.)
More secure would be a safe inside of a safe, somewhere nowhere near your living room, so that any thief needs to search very hard (and will not find it in your house hopefully), but again that means more effort is needed to get there.

The best security will likely mean 'inconvenient'.
You can store passwords for example, on a completely different isolated device that will not let you copy paste from it, easily. (unfortunately that device can be taken by someone else, so it needs to be well hidden).

That is indeed why 'your head' would be a securely good option, but the problem with the mind is that 'remembering hard to crack, long strings is difficult.' So... its not the best pass manager considering secure passwords at least.
Though, if you use tweaked phrases instead, it maybe easier.
(or poetry you know, or song text)

1Password is also pretty good if you want something that is a bit more streamlined

I used 1Password before but left them.
Keepass2.

Anything that's network-connected is a terrible idea.

What about Enpass ?

It can be but does not have to use the cloud.

There is Wifi sync too. Which seems better than using online if you still need it for multiple devices to sync.

I second this. While mobile version has an online version I only use the offline version and have to manually transfer updated database between devices

Can run the PC version version without installing so you can use it from a USB drive or SD card

It's not a big deal to copy your database file to each device, though obviously, you shouldn't keep the database file and passkey file together on the same device. Also, accessing the key file without copying it over bluetooth can be a pain in the ass when you can't find your OTG cable.

Database transfer is simple enough. Connect phone using an app and click my preconfirued sync button. As for the key it's on a USB-C drive on my keys. app not great as sometimes have to load it 2-3 times for it to connect but it's free and I haven't bothered looking for anything else

Have Keepass database on Phone, Tablet and PC. While you can have it on a USB for portability it's not something I do.

Even if someone hacked the device you have a password manager and it's encrypted database on they'd have to crack the encryption. Depending on how good your password is and a hackers hardware that could take days, weeks, months, years, centuries.

Then if you're using a key file aswell the speed to crack the database increases drastically
all one needs is a fast pc and time. the thing is, who will be hacked. mostly not you.
