I'm not sure, but I believe it means the BIOS is not compitable with your CPU.
You will need to update the BIOS version, and please watch several tutorials before performing it.
If after the latest bios version is applied; then u still continue to have issues; we can troubleshoot further.
Remove extra RAM & GPUs so you just trying to boot off single stick of RAM and single GPU; then see how it goes. You can download the updated bios version via another working machine and have that ready to update your board with. With 1x RAM & 1x GPU; if you still issues getting the board to initially come up on-screen, reset the CMOS.
What ram, and are all cables properly connected in right spots and the graphics card, what other stuff you got connected,

Then boot the pc.
if that turns out to be fine, then plug in keyboard and mouse. if that's fine
Then steadly connect other things turning pc on and off each time
