I going to buy csgo and I play on a potato, so i wanna know which us better to help with graphics.

you can run it in dx8 and 8.1 modes if needed
steam -> library -> right click on csgo -> properties
command line options
add
-dxlevel 80
or
-dxlevel 81

Thats one rare potato, you should be safe though when it comes to liquid cooling.
