OP has a b150 board. They wouldn't be able to overclock a K series chip.

Only because some CPU has 4Ghz it doesnt mean its more powerful than 3Ghz.

too cheap on a cpu can cut its performance and lifespan for gaming
correct, but if the cpus are the same gen/series then ghz is a good comparison
but amd 4ghz vs intel 3ghz is no contest
Ok. But there is almost no difference from 6400 to 6500. Ive built 3 PCs in 2016 all with this 6400, everyone can play anything on high -very high (because most of them got R9 380/390)
You can buy a aftermarket cooler for the price you pay more for the 6500.
When 6400 is obsolete, 6500 or 6600 will not help you any more.
Yes. But OP will need Z170 Mainboard, little bit better PSU, more and better RAM so OC is worth it.
I would rather upgrade my CPU/MB combo in 5-7 years when Skylake is obsolete.
OC is only for Enthusiasts. Because its not THAT easy, it degrades your HW faster, its get hotter and draws more power. Everything not worth for 10% more Power, but your CPU will probably die faster.
better psu, is completely false, same with ram
if you need to fsb oc, then you will need faster ram, but you can aways raise timings to make up for it
oc on skylake and other k cpus is cake, just raise the cpu multi and core voltage if needed
Multi/Singlerail, how much power per Rail ect. Safety is also a big question.
You dont want to burn your House down because your PSU is shorted and because you bought a singlerail PSU your PC will light up like a christmas tree if the fuse doesnt goes of.
Better Ram because why would you OC your CPU just to find your ram holding the cpu back.
Also, higher clock gives more perf. than better timings on ram.
I dont think we should recommend to "just buy K combo, turn up Multi and Voltage and be happy"
it doesnt work like that. sadly. For OC you need Time and effort. Much of both.
