If your AIO had dried up a significant amount it's probally better to just buy another AIO / High end air cooler.

Can i mix it with the already existing liquid?
Drop in a few drops of anti growth agent and you probably won't ever really need to refill it again, maybe a slight top up after a few years, the reason you tend to need to refill custom loops is if the colour used in fluids drops out causing issues or algae build up etc from contaminating the loop without an anti growth agent, which, in a aio, won't really be an issue as there is no light to promote such action.
However, I personally would see how much is left, if it's more than half full or 2/3, top it off, if not, flush it all and fill it with Deionized water.

It says topping up, so no need to drain, flush or clean it.
