Don't let the title fool you. It just works.
- Case
- CPU cooler (Optional since 12400F includes stock cooler, recommended)
- Powersupply (550/650 watts, reputable brand like Corsair, Seasonic or Bequiet!)
- Motherboard (B660 or Z690 chipset, socket FCLGA1700, make sure it fits the case)
- RAM (16GB DDR4 or DDR5, a kit containing two modules of 8GB each, must fit chosen motherboard)
- Storage (M.2 NVMe SSD recommended, SATA also fine if competitively priced)
Try looking for some of these parts, you could post them here, plenty of people who would be willing to give feedback.
When it comes down to actually building the PC the trick is to just take you time, do not try to rush it and to read the manual.
take the mobo
install cpu, cooler, ram, m.2 drives
prepare the case, install mobo, psu, fans
front panel connectors (power/reset buttons, power/hdd leds, audio, usb etc..)
fans to the mobo fan headers
install the psu
connect power from the psu to the mobo (4+4 and 20+4)
any hdd or sata drives, sata data and sata power, molex/sata powered fans
a decent build using 12400f and 3060ti (or better)

Thermal paste is important.
Choose a motherboard then the hardware that is compatible and the PSU demands etc etc.
Recomend Gigabyte brand
very odd.
I mean one of the first things I do is clamp the cpu in place, and he pretty much does it last.
So a basic case where you parts barely fit and a real hassle to put in there.
The cheapest power supply you can find.
Do not worry about fans for cooling.
Assign about 75% of the budget to RGB.
A really really cheap motherboard paired with a high end CPU.. Put a very basic cpu cooler on there - the cheapest.
Thermal paste - meh who needs it.
Just use hard drives. nvme & sata ssd - nah
8GB of the cheapest memory should be plenty.
A gt 210 graphics card.

Oh wait. Do not do anything I advised at all!
I'd pick AMD over Intel any day, though.
