Those kinds of apps also have to install some sort of Windows Service; so ensure you reboot afterwards.
There are alot of junk / poorly made adapters out there.
Steam will implement support for DualShock4 Controllers though soon; into Steam BigPictureMode controller config (right now that is only for Steam Controller)
Yes you can plug your existing BT adapter into that and have it read your Controller still. So it can work with wired or wireless controllers. It by itself just does not handle the wireless, so a wireless dongle that pairs with a controller would be needed. And if need be you should be able to pair a few DualShocks if you wanted, to a single BT dongle.
It helps ensure proper cross-compatibility emulation so the controller can work; for example plugged that into a USB port on an Xbo360/One and using a DualShock3 or 4 type Controller. For Consoles, all that will be incorrect obviously is the on-screen icons; but the mapped layout on the controller should be the same.
