Did you get on the gpu driver clean up because there's no way in hell a GTX1050ti is going to get less than a GTX660.

I'd say those vids ^ blow your bottleneck theory to crap, get busy on the drivers and or scan the PC with superantispyware and Malwarebytes both free.
grab the media creation tools https://www.microsoft.com/en-ca/software-download/windows10
and make a bootable usb stick with it then go to bios or f11-f12 after turning on the pc and boot from the usb you made
choose 64bit then you will have a window to activate window
,do "i dont have a key"
(it will activate itself atfer installation since you already had a activated window )
then do "custom" you will then get into a list of partition all you have to do is delete them all then "next" this will proceed to install window once your pc restart you can remove your usb so it doesnt boot into it again (or set bios to boot from your drive)
If your CPU is at 100% usage then id make sure its the game causing it and not something in the background
Use a program called DisplayDriverUninstaller to remove the gpu drivers and then install them fresh. Alternatively, just reinstall whole Windows.
GTA 5 often ramps quad core / 4 thread cpus to %100.
