I think you would have to reduce graphic settings with a 3060 as well. If the gpu usage is 100% then it is bottlenecking the cpu. If not, then it's the cpu that is the bottleneck.
Also reduce the number of cars, soldiers etc.
FPS depends on the graphics processing capability (and CPU processing).
and on laptops it will likely always be a bit of a downer issue, especially because lately they all try to compress cooling even though it is highly important for performance.
Laptops often have SoC iGPUs, meaning the CPU heat and GPU heat comes from the same place, which is already .... well, heat slows down clock speed basically and your hardware won't like iit.
I recommend lowering Graphics Settings where possible for more frames. Other than that you can decide to invest in an actual desktop.
Lately there are very small options even for desktops, like Byte and NUC, if you need it to be portable that + backpack + monitor + keyboard is an option
Otherwise just put down a standard tower case somewhere.

For the love of God, I hope your return it. This is one of the worst 3060 laptops to date or 3060 laptop in general. There are many videos of your laptop being reviewed. All of them having a bad experience.
The FPS you are experiencing is the poor thermal solution Acer has provided to this laptop.
I also have a Nitro 5 and its one of the worst laptops I have ever owned along with MSI. You should try getting a Legion, Aorus G15 or Strix G15. Best thermals, build quality, etc.
