Most people don't use FRAPS anymore and haven't for quite some time because it's outdated, MSI Afterburner (which comes packaged with RivaTuner Statistics Server which you need for OSD) does everything that FRAPS does but better, and it works with DX12 and Vulkan.
MSI Afterburner is already a staple for gaming machines running Windows regardless, it's the most widely used software for GPU tweaking.
Every app you'd ever need in WinOS or Linux tbat isn't for serious pro work stuff are all free apps. So with Fraps not being free, why bother
