I guess that in this case he just din't tested the game on Igpu or only tested it with much older Igpu so that's probably why he prefered saying the game required a Dedicated graphic card.
Sometimes things have not been tested and as they may not have tested all intergrated GPUs it's possible some produced after the game released would work. If it below or different to what is listed though you won't get tech support because its not officially supported
no graphics card means 2D games.
Graphics card means 3D games.
so if you wanna play fallout 2 etc... its ok, for bioshock 3 its a NO!
I played plenty of 3D games on a old Intel HD 4400 before I upgraded my desktop with a dedicated graphic card , bioshock Infinite minimum requirments specifify Intel HD 3000 so you can probably expect a playable game at something like 720P.
sometime a 2D game can actually require a better computer then a 3D game if the 2D game is newer or using a more complex game engine.

If you get more RAM, and bung more resources of the Intel graphics into sharing that, then it CAN make a small improvement. But it could equally make things worse because it may be detracting from other processes. There are only a finite number of clock cycles after all, and any CPU has to switch and spread resources between them.
Adding more memory in any case CAN make things slower in some cases. While this defo ain't noticeable on modern system to any noticeable degree in normal circumstances, you can see how this works on really old computers.
Go see if you can find video of an old Sinclair ZX-81, for example. They had 1K as standard. Hit the return ket and the cursor blips and it takes a fraction of a second to return.
Plug in a 16K RAM pack, and that wait is several seconds. No program, no extra resources, just added memory to cycle through. Granted this is an extreme example, but it shows you a very real example of how it CAN happen.

gt 1030 gddr5 6000mhz 64bit bus width = 48GB/s
if you are using a single dimm, adding a matching dimm for dual ch will double its igpu performance

Not even close to that amount. Depends what you mean by steam iconsm, as that sounds like a bit weaselly worded.
The fact remains that they aren't that many though there are quite a few that can be played, but the other problem still exists. That you can go to play one day and suffer crippling performance or it not run at all due to updates.
