You may already be seeing similarities between the requirements and the name of that PC, like GTX, GB, ect.
That computer from Best Buy definitely surpasses the requirements for FS19.

9th Gen Intel® Core™ i7-9700 processor - Yes. That processor is much better than an i3
Memory: 4 GB RAM?
16GB system memory with high-bandwidth DDR4 RAM - Yes. 16 gigs is almost always the lowest amount of RAM you should ever have. Try to never go below that.
Storage: 20 GB available space?
512GB solid-state drive (SSD)
While offering less storage space than a hard drive, a flash-based SSD has no moving parts, resulting in faster start-up times and data access. - Yes. Not sure why that computer only has an SSD and no hard drive in it though, but it has enough space for Windows, Steam, and FS19.

NVIDIA GeForce GTX 1650 graphics backed by 4GB GDDR5 dedicated video memory. - Yes. That graphics card is way more powerful than the "recommended" one.
I also don't recommend buying a computer for video games, computers are primarily productivity devices which just so happen to also be able to run games.

That thing struggles even with AMD APUs, let alone proper Ryzen CPUs.
