If so, why?
Reset the CMOS and go from there.
No reason it shouldn't work properly will all 4 Cores Enabled.
Don't use any OS software to make adjustments to anything CPU related in terms of Cores, Clocks, Voltage. Do that manually in the BIOS.
The "external program" was downloaded from the mobo's support site.
Quick side note :
Start-up : 4 cores detected
Task manager : 2 cores
Windows hardware list : 4 cores
CPU id : 2 cores
CPU id with some overclocking : 3 cores but all at 1 GHz (even tho they were set to 3.2 ghz
Shouldn't need to change anything regarding the CPU.
Then clean install Windows; such as Win10 64bit
The OP's issue there though would be the GPU. It really needs to be changed to something newer; like at least a GTX 750 or better
Above all, if this all was some sort of recent purchase, you got scammed, I'd return it.
As those specs are so old... it was meant more for WinXP 32bit and DX8/9 stuff.
I currently only play Tf2, Starbound and sven coop.
All of these games run without problems
I'm also looking to buy a 750 ti, there is one near me for about 60 Euros
