a single core 25 watt processor from 2009 will have a hard time playing anything.. but you can always refund the game if it doesnt work and you dont play for more than 2 hrs or own it for more than 2 weeks...

No; for one thing that CPU is too old and lacks the proper CPU features; such as SSE4.x

Needs to be a CPU which has such feature.
For AMD, in terms of how old it can be to work properly with Steam and most Games; it needs to be something on the FM2+/AM3+ platform; or better, with regards to AMD Processors.

Some other minimums being:
Win7 SP1 64bit (or later; only use 64bit OS from now on)
4GB of RAM (or more)
