Report a translation problem
Happened to me a few times, with my TV which is standing right next to a window which is usually open. Little bugs somehow managed to get inside the screen.
They will leave on their own again, unless they decide to die there.
only fix is to take it apart and clean it
I don't think that will be bugs, so maybe it might be something to do with the settings of the tv.
led/cfl have a gap between the backlight and lcd panel, bugs can get in there and will cause dark areas that move (rainbow edges due to r/g/b pixels being partially blocked)
Before you do that, reseat all the connections to and from the devices and TV. Make sure your advanced settings aren’t out of wack, use compressed air to dust off the connectors and component ports on your TV.
only plasmas do that
bad power board in the tv may cause interference, but that would be more static around the entire screen, but more likely to be no backlight or no power
bad brain board would cause bigger problems
bad tcon would cause backlight with no image
bad led would be dim sections or no backlight
bad cfl is dim/orange sections or no backlight
*no wait its 720p, quite low res for its size, maybe a little more noticable on artificial still images as you can find in video games, but on natural images its not so obvious, and looks more natural than lcd.

could be a bad power board or mosfets on its buffer board
People forget what plasma's were like already, as I said, this is normal. The pixels are controlled by high frequency pwm/frc/dithering to produce different colors/brightnesses. Even 1080p, they didn't make good computer monitors for that reason, never mind the burn in. The problem isn't apparent on natural images, and of course to this day the uniformity and viewing angles of plasma are still superior.
It's a plasma tv.
