Your current PSU is fine, keep it.
I wouldn't say it's terrible but I also wouldn't pair an RX Vega 56 on it, look into 1660ti and 2060 power draw.

ive also put the same question on reddit and ive decided im going to upgrade my motherboard, ram and cpu first. due to having a locked 3770 and 1600mhz ram and a motherboard that is only compatible with ddr3. i said i had a budget and they reccomended me to get this:

Good grief, your PSU is fine, don't worry about it. Vega is last gen, 5700 is a better idea- it uses 183w max. Now considering the cpu is 77 (maybe 130w more realistic) and GPU 180 = 300ish That leaves a ton of power for the rest of the bits which don't use much - probably well under 100w total. So 550w PSU is fine see:

Bad price memory considering it's slow, I have 3770k, for an upgrade I'd go with a 3600 with some nice quick ram and a b450 mobo, although actually that x470 is a good price though.
3000mhz ram - why, get 3600Mhz if you can for a bit more.
But I'm not going to upgrade now, DDR5 is coming, AM4 socket is likely nearing it's end. 3770 handles games fine, the GPU it the important bit.

Seriously if you have a limited budget ^ replace the GPU the i7 3770 locked is definitely capable of running higher GPUs than the GTX1050ti 1080p.

Used ^ GTX1070s aren't bad either and about par with 1660ti.
I'm also waiting for ddr5 but hesitant about latency.
Here's why -
This table rates gpus. The rating is a general performance score.

The 1050 ti scores 6,039. This is the bottom of the heap in performance terms.
Entry level gpus for current games are cards like the 1660 and 5700.
Scores are 10,748 and 11,552.
Your gpu is 60% as good as the current entry level cards.
So unless you change it, you'll be stuck at 60% performance regardless of the cpu.
Regarding the i7-3770 it scores 2068 / 9279.
Using high performance settings in the bios will raise the score to about 2150 / 10000.
The 2700x scores 2189 / 16954.
The first number is single-thread speed and is what determines game performance for most games, providing the cpu has enough threads. The 8 of the i7-3770 is sufficient. (The fastest gaming cpu, the i7-9700k, has 8.)
The second score is the multi-thread score. Certainly of use but most games can't use the full power. Nonetheless the 2700x is better than the 3770 with a good gpu.
So you will be spending money to upgrade from 2150 to 2189.
That's the theory. Is it actually true? Yes.
