A file is locked by Windows host process (Rundll32) and can't be updated.
I recently bought a cyber power custom built computer. I installed steam and the game I'm playing a lot of right now is PUBG. The game ran fine for a couple days until it needed to be updated, and that's when the Rundll notification came up.

<A file of PLAYERUNKNOWN'S BATTLEGROUNDS is locked by Windows host process (Rundll32) and can't be updated. Please close this program and try again.

Program: C:\Windows\System32\rundll32.exe
File: D:\Program Files (x86)\ Steam\steamapps\downloading\state_578080_228985.patch>

Here are my computer specs:

Hard Drive Capacity - 1120 gigabytes
Hard Drive - TypeSATA + Solid State Drive
Operating System - Windows 10
Processor Speed (Base) - 3.5 gigahertz
Processor Model - AMD FX-Series
Processor Model Number - 6300
System Memory (RAM) - 16 gigabytes
Graphics - NVIDIA GeForce GTX 1060
Storage Type - HDD, SSD
Solid State Drive Capacity - 120 gigabytes

I have looked on other forums and threads for a solution and I have tried many such as Winsock reset in command prompt, clearing cache, and I don't have to worry about disabling firewall as I don't have a 3rd party anit-virus program and I already tried disabling windows firewall. I am new to a desktop as I've only had a laptop so I'm not used to having two different hard drives. My C drive is too small for steam as I have a lot of games and had to move to D drive when installing but I don't know how this problem came up. This problem only occurs on steam and my other games not steam related are fine.

It's a virus; download and scan with Malwarebytes Free and ESET Free Online Scanner

I scanned with Malwarebytes, ESET, and AVG and nothing is showing as a threat

Get rid of AVG, thats part of your issue here.

Install Steam to C:\Steam

Use Steam via Desktop Shortcut. Do not have Steam Client in OS Startup.
Launch Steam by right clicking the desktop shotcut and clicking "Run As Admin"
