Concerning Windows:
What Version are you using? Which power setting did you choose? Choosing the power saving mode will reduce the performance.
Concerning Bios:
Have you studied the settings in your bios?
Concerning Motherboard:
Your motherboard supports "only" PCI-E 2.0 x4. That means ~10% lower performance to the standard PCI-E 3.0 x16.

Concerning GTA 5:
Tinker with your grafic settings. There are some settings like anti-aliasing that can reduce performance by a lot.
If you did a clean os install, was it 1809 or 1903.
Also unsure to update your bios to latest amd download and install all latest drivers for all the hardware in your pc. Motherboard chipset, sata/ahci, gpu, audio, lan, wifi, bt, etc...
I'm using the most recent version of Windows but this issue had been happening for any windows version I try. The power setting is on high performance mode. Bios is all on default. I checked my motherboards manual and it said it had an x16 and checking it on gpuz confirms. Also I tried running GTA 5 on the lowest settings with only about 20 more fps.

How is the performance of your pc in other (open world) games? The posted benchmark screens (valley, heaven) look fine.
