Amazing PC underperforming in all games
I have had this issue for a very long time where my PC is not getting anywhere near the fps it should be getting. The last time I tried to fix this issue is on this Reddit post. How do you uninstall windows?
Solving it here instead Reddit would be probably a better idea, especially if you would start with your hardware setup.
Specs:

Cpu: Intel i7-5930k 3.5 GHz

GPU: Gtx 1080 ti 11gb

Ram: 32gb 2133 MHz

Monitor Resolution: 2560 x 1080

Well as stated by 123 my specs are

Cpu: Intel i7-5930k 3.5 GHz

GPU: Gtx 1080 ti 11gb

The Reddit post is just a resource for all benchmarks and fixes that I have tried so far.
How are your cores and your gpu utilisation during gameplay? You can check it with HWInfo + Rivatuner or MSI Afterburner + Rivatuner.

Concerning Windows:
What Version are you using? Which power setting did you choose? Choosing the power saving mode will reduce the performance.

Concerning Bios:
Have you studied the settings in your bios?

Concerning Motherboard:
Your motherboard supports "only" PCI-E 2.0 x4. That means ~10% lower performance to the standard PCI-E 3.0 x16.

Concerning GTA 5:
Tinker with your grafic settings. There are some settings like anti-aliasing that can reduce performance by a lot.

No such thing as uninstalling an OS since it's the core of what's on the system. It's referred to as a os or drive wipe, and a clean os install.

If you did a clean os install, was it 1809 or 1903.

Also unsure to update your bios to latest amd download and install all latest drivers for all the hardware in your pc. Motherboard chipset, sata/ahci, gpu, audio, lan, wifi, bt, etc...

Everything is up to date, and the drive was wiped to reinstall the os. In terms of the version I'm not sure as I just downloaded the most recent from Microsoft.
People say everything is up to date. How is it folks determine this when you don't even know which Win10 you are on. But overall you should be on 1903 if you remade a usb flash drive with the latest media creation tool from MS. Now about drivers. If you did not download and install each one yourself, then they are wrong or crappy generic ones from MS.

When I get home I'll benchmark with those applications but I had used afterburners overlay in this pic https://i.imgur.com/3qXXH1M.jpg

I'm using the most recent version of Windows but this issue had been happening for any windows version I try. The power setting is on high performance mode. Bios is all on default. I checked my motherboards manual and it said it had an x16 and checking it on gpuz confirms. Also I tried running GTA 5 on the lowest settings with only about 20 more fps.

I purposely went through a list somebody provided me to manually install any driver I needed. Unless they are conflicting there is a 0% chance there is an outdated driver.

to this Alienware[www.dell.com] homepage and then to this Intel X99[ark.intel.com] site.

I didn't fully read the reddit thread.

How is the performance of your pc in other (open world) games? The posted benchmark screens (valley, heaven) look fine.

Can't be, Haswell E don't have integrated graphics

I don't have integrated graphics so that's not possible.
