Did you turn off auto and manually try to move the fan slider up and hit apply?
Single fan GPUs do tend to be louder than Dual+ fan configs.

seems to be a thing for the Inno 1050 Ti as well
fan speed doesnt manually change and cant be overclocked.

Edit: I have contacted the Inno3D support but if someone still has a idea tell me :P
try checking ur other fan. maybe the noise came from other fan.
They are controlled; Auto via the GPU Firmware/BIOS or you can manually control it via apps like EVGA Precision / ASUS GPU-Tweak / MSI Afterburner
Is the GPU new? I would contact the place of purchase about replacing it.
