Also depends on what models. Older gen doesn't have LED.
But as to led, I'd lean towards a "depends on the individual model".
edit : for windforce the app is GIGABYTE XTREME ENGINE
and another question is 100% gpu fan speed safe?
Aorus Graphics Engine now support ALL Gigabyte GPU. Aorus is just a "gaming" brand for Gigabyte. I use AGE on my G1 Gaming GTX 1080 (which is just Windforce better binned card).
I am not sure in the 1070 windforce has any leds either.

looks like its only available on the aorus models which are more expensive cards
My gtx1070 Windforce OC (see link: https://www.amazon.de/Gigabyte-GeForce-GTX-1070-WINDFORCE/dp/B01HRYEQBU ) is also not lighting up even when I try to set it up in the Gigabyte "xtreme gaming" software. I even have the possibility to change style and variation of the effects, but when looking at the card itself it doesn't noteably light up. You may just be SOL on the lights.
You can get an LED light strip for a few bucks I guess.
